Penn State College of Agricultural Sciences is commissioned by the state of Pennsylvania to produce many official manuals including this is one on Integrated Pest Management for the public and private school systems. Tom set aside his initial heebie jeebies to create a redesign that introduced full color, clearer navigation, and cleaner layout. The state of Pennsylvania was grateful.
